Can the construction of public cultural service system boost cultural consumption? ——Evidence from the demonstration areas of the national public cultural service system in six eastern provinces

Abstract: The public cultural service system is a foundational project for building a strong socialist cultural nation. An objective evaluation of its impact on cultural consumption is conducive to fully understanding the spillover effects of the public cultural service system, stimulating the vitality of cultural consumption, and promoting the coordinated development of cultural affairs and industries. Taking the implementation of the national public cultural service system demonstration area policy as a quasi-natural experiment, and using the Differences-in-Differences (DID) to conduct an empirical analysis of the panel data of 81 prefecture-level cities in six eastern provinces, the paper examines the causality in the level of public cultural services and residents’ cultural consumption. The results indicate that the construction of the public cultural service system can enhance the level of cultural consumption among urban residents, with effects increasing over time, where residents' income and expenditure play a mediating role. However, the cultural consumption of rural residents has not been significantly affected by the policy. This result reveals how public cultural services can activate cultural consumption and empower cultural industries on the basis of safeguarding people's basic cultural rights and interests.

"Data Element ×" Public Culture Service: Characteristics, Classification, and Assessment Methods of Public Cultural Data Assets

Abstract: To maximize the multiplying effect of data elements, it is essential to introduce the concept of "public cultural data assets," providing a reference for public cultural institutions to manage data from an asset perspective. The article analyzes the characteristics of public cultural data assets, which include their public nature, cultural essence, and interactivity, and classifies the assets based on their circulation and content. It discusses evaluation methods for conducting value assessments based on quality assessments. The article emphasizes that public cultural institutions need to establish a consciousness of asset-based management, responsibly develop data assets using various technological means, to achieve the preservation and appreciation of data assets, prevent the loss of assets in data form, and serve the high-quality development of society.

World Experience in the Development of Primary-level Libraries in China: Review and Reflection

Abstract: For the development of primary-level libraries in China, it is important to reference and learn from global precedents. However, compared to urban and large libraries, primary-level libraries face unique challenges in adopting international experiences. This article systematically reviews the research on global primary-level library experiences within China's library community, examines the impact of these international experiences on local developments, and discusses considerations for better integration of global insights to promote high-quality development of primary-level libraries in China. These considerations include: focusing on the actual needs of China's primary-level libraries, deeply understanding the context of international experiences, promoting the professionalization of primary-level libraries, and establishing a long-term vision for library development.

A Framework of Elements for Libraries to Achieve Sustainable Development in the Context of Responsible Innovation

Abstract: Since the launch of the United Nations’ 2030 Agenda for Sustainable Development, the international library community has been calling on the libraries to take actions to contribute to ustainable development. Responsible innovation may provide a systematic guide for libraries to help them realize the SDGs and achieve self-innovation. This article examines the interrelationship between libraries, SDGs and responsible innovation at both the theoretical and practical levels. On this basis, the authors identify three basic elements of responsible innovation in libraries: ethical normativity, developmental permanence, and user participation. The article explores how libraries can accelerate sustainable business transformation and service innovation with the help of cases of responsible innovation in libraries.

Where is the Innovation of Public Culture Going: Research on the Innovation Development 
Policy of the National Public Cultural Service System Demonstration Areas

Abstract: Demonstration Areas of National Public Cultural Services System play an exemplary role in promoting cultural innovation and development. To summarize the new strategy of innovative development of public cultural services, this paper uses the content analysis method to analyze 21 innovation development policy texts of the demonstration areas in terms of policy forms, basic principles, major tasks, guarantee measures and appendices. The study found that: the innovative development of public cultural services regards "correct orientation" and "reform and innovation" as the main basic principles. It takes organizational leadership and financial support as key safeguards. It emphasizes detailed responsibilities and indicators in supporting plans. It focuses on the following key tasks: strengthening supply to improve the quality of public cultural services; opening up and integrating to realize the joint construction and sharing of services; innovating governance to evaluate services scientifically; improving public cultural facilities and optimizing their layout; digital empowerment to realize the intelligent transformation of services; social participation to stimulate the vitality of services;
protection of rights and interests to achieve a balance of services.

Open Up a New Way of Practice With the Sword of Theory: Review of Journal Stratification: Sociological Research on Journal Grade Differences

Abstract: This paper describes the main content of Journal Stratification: Sociological Research on Journal Grade Differences and summarizes its academic value. Based on a systematic review of the development of journal evaluation methods in China and abroad, the book uses the social stratification theory of sociology to explore the formation mechanism of journal grade differences and the theoretical basis of journal evaluation activities, proposes the theoretical logic of journal evaluation based on the academic status of journals, and examines the mobility and influencing factors of journal status in China according to this logic. This book not only solves practical problems in journal evaluation, but also provides a new theoretical path for further optimization of journal evaluation methods.

Development and Effect Evaluation of Chinese Classics and Culture Themed Games for College Students

Abstract: [Purpose/significance] The Opinions on Promoting the Work of Ancient Books in the New Era issued by the General Office of the CPC Central Committee and the General Office of the State Council proposed that we should continue to promote the work of ancient books on campus and integrate the education of Chinese excellent traditional culture into the national education. For contemporary college students, games may be the most effective carrier of teaching Chinese fantastic conventional culture. Taking the development of the award-winning work Lost Abyss in the Second National College Students’ Chinese Classics and Culture Protection and Inheritance Contest as an example, this paper makes an empirical discussion on how to extend the traditional culture to college students through games. Based on Tao Yuanming’s prose work The Land of Peach Blossom, the creative game has carried out a creative transformation, formed a unique cultural IP, and expressed the beauty of ancient books. This article provides a case for the spread and development of traditional culture based on games by introducing the game production process in detail. [Method/process] This paper adopts the empirical research path, taking the entire process of the author’s team’s development of specifi c game works as the observation object. It reviews the main links of creativity, design, and evaluation of the development of classical culture theme games for college students. [Result/conclusion] based on the demonstration of the development of the game “Lost Abyss”, This paper puts forward suggestions on the development of similar games for college students from three aspects of cultural core, play design and technical realisation, which are conducive to the further development of this kind of games in the future.

The Return of Reading and Writing Literacy: Study on the Connotation Evolution and Educational Reform of Literacy, and the Possible Contribution of Library (Science)

Abstract: Although the connotation of literacy is changing with the development of society, it has always been one of the core missions of libraries, and therefore it should be one of the key topics in library science. This paper discusses the relationship between“literacy”and“reading and writing literacy”, sorts out the historical evolution and connotation changes of literacy,and points out that the contemporary connotation of literacy has“new tools”, “new abilities” and “new requirements”. Besides, based on a survey of the reform practices of literacy education in primary and secondary schools, colleges and universities, libraries and some other kinds of educational and cultural institutions, it is proposed that library (science) can and should play a more positive role in the construction of literacy education system by supporting the construction of professional writing guidance institutions, promoting the related research work of literacy, and promoting the standardization construction of literacy.
